The Dilemma of On-street Parking Policy: Exploring Cruising for Parking Using an Agent- based Model

چکیده
Virtually all major cities around the world face severe parking problems in their centers. While existing models of parking search and choice behavior do provide insight into the basic dynamics of parking in cities, as well as into the phenomenon of drivers cruising for on-street parking, virtually all models discussed in the literature ignore a number of key factors that influence parking behavior and parking dynamics. This paper makes a first step in this direction, by proposing a non-spatial model of parking search and an explicit geosimulation model of the parking process, termed PARKAGENT, which accounts for street network, drivers’ decisions and their destination. We employ both models to analyze the phenomena of cruising for parking and compare the models' outcomes, focusing on the impact of space on parking dynamics. We estimate the main characteristics of these dynamics, and specify the conditions under which spatial effects are, or are not, important for analyzing parking. In particular, we demonstrate that traffic engineers' recommendation that about 15% of all on-street parking places should remain vacant to ensure easy ingress and egress and prevent cruising for parking can be decreased to 10% and even less, especially in case of relatively low parking turnover levels. The paper ends with a short discussion, in which we explore the implications for parking policies.

Urban Vehicle Congestion Pricing: A Review
Drivers in urban neighborhoods who cruise streets, seeking inexpensive on-street parking create a significant fraction of measured traffic congestion. The solution to this problem is to reduce the total traffic volume including cruising traffic by implementing a congestion pricing scheme: the imposition of a usage fee on a limited-capacity resource during times of high demand. We review the his...

Cruising-for-parking constraints mobility in urban networks. Car-users may have to cruise for on-street parking before reaching their destinations. The accessibility and the cost of parking significantly influence people’s travel behavior (such as mode choice, or parking facility choice between on-street and garage). The cruising flow causes delays eventually to everyone, even users with destin...

متن کاملCruising for parking
Suppose curb parking is free but all the spaces are occupied, and off-street parking is expensive but immediately available. In this case, you can cruise to find a curb space being vacated by a departing motorist, or pay for off-street parking right away. This paper presents a model of how drivers choose whether to cruise or to pay, and it predicts several results: you are more likely to cruise...
متن کاملCongestion Pricing: A Parking Queue Model
Drivers in urban neighborhoods who patrol streets, seeking inexpensive on-street parking create a significant fraction of measured traffic congestion. The pool of drivers patrolling at any time can be modeled as a queue, where ‘queue service’ is the act of parking in a recently vacated parking space and queue discipline is SIRO – Service In Random Order. We develop a queueing model of such driv...
